Harare town clerk Hosiah Chisango was arrested on Thursday over the alleged Kuwadzana.
Chisango is allegedly involved in unilaterally allocating 13 stands on an unserviced land in Kuwadzana, which is in breach of the law.
According to the Urban Councils Act which guide any full council committees resolutions, there is no such a provision which allows the city CEO to allocate land on his own in the manner which allows him to use the Housing department letterheard, and referring all questions regarding the offer to himself, and the sign as an issuing or allocating officer.
Again the land was a public open space which required a Ministerial signed change of use process which was never done,again according to provided witnesses from the Department of works Directorate, who happens to be the director himself and his chief town planner involved in layout plan and stand numbering procedures there is no any plan watsover and land surveys done on that piece of land according to their records.
If any shall be made available it will be a ficticiously prepared one by the curtailed.
The town clerk had just suspended the witness as of Wednesday 9 September.

The Town Clerk’s arrest comes on the heel of other arrests of top council officials and a number of councillors, including former Harare mayor Herbert Gomba.
